Essential Information for Referees and Team Managers
Field Conditions
Each team in FREDERICK is responsible for:
Each team OUTSIDE of FREDERICK is responsible for:
- Lining their home field.
- Providing nets, goals and corner flags.
- Working with their facility operator to arrange for
the grass to be cut (referees may call a forfeit if the field is not
prepared sufficiently for a match).
Player Requirements
- Each player must have a valid player pass for the
current season. Player passes should be handed from each player to the
referee or linesman. The officials are responsible for checking the
validity of each player pass (current season sticker and picture ID).
Officials may be provided with team rosters by the league registrar to
check the validity of the player passes.
- All players are required to wear shin guards.
- No Jewelry.
Failure to meet any of these requirements will result
in disqualification of the player for said match.
Team Requirements
- Team will wear jerseys of like fabric and color
with unique numbers on the back.
- Same color shorts and socks are required.
- Teams must field a minimum of seven players at the
start of the match.
Failure to meet any of these requirements will result
in forfeiture of the match.
Cancellation of Matches
- If you cannot field a team on any scheduled match
date, you must contact me by e-mail or by telephone (240-401-2760) by
Thursday at 10PM before Sundays scheduled match.
- If you show up to a match that results in a
forfeit, do NOT pay the referees. A check will be sent to your referee
assignor, who will forward payment to the referees (for showing up to do
the match).
- If the home team manager fails to inform the
referees that the match has been cancelled, the home team shall forfeit
the match and write a check payable to Mason-Dixon Soccer League for $120
to cover the cost of the officials.
Referees
All United States Amateur Soccer Association (USASA)
sanctioned matches must be officiated by the three man system (one referee
and two linesman). Referee fees will be $60/match/team.
- Each club should bring $60 in CASH to each
match. The referee shall receive $60/match and each linesman $30/match. If
club linesman are recruited to officiate the match, the referee is
obligated to pay them $30 (if USSF sanctioned) or $20 (if not sanctioned).
- Matches should not be played without a full
complement of officials. Team managers and referees who agree to play the
match using the two man system will be held personally liable for
accidents or injuries incurred during the match (The insurance policy is
void for matches officiated by the two man system).
Match Duration
- Matches shall consists of two 45 minute halves with
a 10 minute half time period. Regular season matches shall end as a draw
if tied after regulation play.
- Referees will start the game clock promptly as
scheduled. Teams will have a 15 minute grace period in which to field the
mandatory minimum number of players.
- During the playoffs, should the match be tied at
the end of regulation play, overtime will consist of two 10 minute halves
(with no rest between halves) unless a goal is scored (Golden Goal). If no
goals are scored in overtime, penalty kicks will be taken to conclude the
match.
Substitution
- Substitutions may occurs on throw ins (possession),
corner kicks
(possession), goal kicks (either team), kick offs (either team) or injury
(either team; one for one).
- On substitutions for goal kicks, corner kicks and
throw ins, players must be
ready at midfield before stoppage of play to be allowed to substitute.
- On substitutions for throw ins and corner kicks, if
both teams have players
at midfield and the team with possession substitutes, players from the
team
without possession may also substitute.
Cautioning/Ejection of Players
- Players receiving two Yellow Cards during a match
will automatically receive a Red Card.
- Passes for players receiving Red cards should be
kept by the referees.
- Players receiving Red cards are fined $25 and are
suspended for two subsequent matches. Player passes will be returned to
the team manager after the fine is paid and the suspension is served.
